Texas police department ordered to close for failing to provide public benefit

A small Texas city of about 860 people had its five-member police department ordered to disband after a state review concluded the force failed to provide a public benefit and did not meet minimum standards. The move followed the arrest of resident Jennifer Combs for a Facebook post alleging residents were hospitalized because of bacteria in the town’s discolored water; charges were later dropped and a grand jury declined to indict. The Texas Commission on Law Enforcement found the department lacked basic resources for officers, including bulletproof vests and a proper evidence room, and notified the city the department must close effective Sept. 18. Law enforcement responsibilities will shift to the county sheriff’s office while the city considers an appeal and searches for a longer-term solution.

The city’s policing crisis unfolded alongside longstanding water problems: residents report brown, yellow and red taps, and the Texas Commission on Environmental Quality identified equipment design flaws that impaired circulation and noted required water sampling was not performed. The controversy triggered leadership turmoil - police chief, city manager, city clerk and municipal judge have resigned or left - and thrust local governance and public-health concerns into broader scrutiny as officials scramble to fix water systems and restore basic municipal services.
